Nordstrom Rack has women's shoes up to a size 13. They have every shoe imaginable at great prices. I took a trip yesterday and got a great wedge and shootie. Both were under $40!
The Rack also has large size shoe sales where they put the best of the season's shoes out all at once. It's pretty competitive (I suggest you get there early and be prepared to elbow some people), but definitely worth your time.
